The role of community policing in combating crime. A Master’s thesis


The Master’s thesis at the College of Law, Al-Qadisiyah University, entitled “Community Policing and its Role in Combating Crime – A Comparative Study,” was presented by researcher Ammar Yasser Mutashar and supervised by Professor Dr. Ady Jaber Hadi
The thesis aimed to explore the role of community policing in finding genuine solutions to the problem of crime, both before and after its commission, to prevent further offenses through its preventative and rehabilitative role.

The thesis concluded that community policing has two meanings: a narrow one encompassing specialized community policing officers, and a broad one encompassing all segments of society, official and unofficial institutions, community members, and police officers. The study also concluded that there is no legal basis for the preventative and rehabilitative work of community policing.

The thesis recommended amending the Ministry of Interior Law No. 20 of 2016 to include a community policing unit within the formations affiliated with the Minister of Interior, and also amending the Police Officers’ Duties Law No. 176 of 1980 to add social responsibilities to the police force.
