It is the administrative formation associated with the president of the university. It was established with the establishment of the University of Al-Qadisiyah on December 23^rd, 1987, and is run by the secretary of the council who provides consultations, studies and expressing opinions on various university affairs. He also prepares the work of the University Council meeting  whose articles and items are discussed during the University Council meeting. He also takes the minutes of meetings, documents them and monitors the implementation of the taken decisions. In addition, the secretary receives the minutes of college councils and submits them to the president of the university for the purpose of approving them and informing the colleges of that approval in order to implement what has been approved and monitors the decisions made by the university council and college councils.
